Australian Minimum Bet Laws

Minimum Bet Laws (MBLs) guarantee that licensed bookmakers must accept a bet to lose at least a set amount on Australian racing — they cannot refuse, restrict, or close winning punters solely to avoid the obligation. The limits are set by each state's racing body and differ by code, race type, and jurisdiction.

How the limits work — "lay to lose". The figure is the bookmaker's liability (your potential profit), not your stake. For example, if a horse is priced at $5 and the limit is $2,000, you can bet $500 to win $2,500 (your $500 stake plus $2,000 profit).

Who must comply. Wagering Service Providers (WSPs) with annual turnover above $5m (greyhounds in NSW: $4m). They must not refuse a bet, refuse to open an account, or close/restrict an account to dodge these obligations. They can still act on genuine responsible-gambling, fraud, money-laundering, or integrity grounds.
