Applying a public health lens, it makes 31 recommendations, including a single national online gambling regulator and harm-reduction strategy, an online gambling ombudsman, a harm-reduction levy on wagering service providers, a phased comprehensive ban on gambling advertising, mandatory customer pre-verification, a ban on inducements, a legislated duty of care on operators, and stronger measures against illegal operators and simulated gambling (including loot boxes).
